The people of India have castigated the woman who ruled them for the past 19 months without the benefit of the Constitution and ousted her in a landslide election. After 11 years in power, Indira Gandhi resigned and in an unusually polite statement said she had "unreservedly accepted the decision" and promised "constructive cooperation" with the new government. The leaders of the winning parties immediately lifted the year-and-a-half-old state of emergency, freed political prisoners and began discussions on who would lead the new government.
